Israel has made excellent progress in opening up its telecom sector to competition. Since the mid-1990s, four mobile operators, six international service providers, three regional-monopoly cable TV providers as well as a satellite TV provider, all facility-based, have been issued general licences, and over 200 special licences have been issued for the provision of value-added services. The market is dominated by fixed-line incumbent Bezeq, which is in process of being further privatised after previous failed attempts.
