| Paraguay has the lowest fixed-line teledensity and also the lowest Internet user penetration in South America. The state-owned incumbent, Copaco, is known for inefficiency and overstaffing. Paraguay remains one of the few Latin American countries where the fixed-line market is neither privatised nor liberalised. The mobile and Internet sectors have been open to competition since 1995 and mobile phones outnumber fixed lines in service by more than four to one. All four mobile operators provide GSM services. In July 2005, America Movil entered the Paraguayan market when it acquired Porthable, the smallest Paraguayan mobile telco, from Hutchison Whampoa.
