Teledensity in Yemen is among the lowest in the Arab states, reflecting low economic development, with the provision of fixed-line services dominated by the incumbent operator. The national communications network is being modernised; an agreement with an international cable network has been concluded and broadband services have been launched. Until 2000 the incumbent also held a monopoly on the provision of mobile telephony and Internet services. There are now three competing mobile operators and mobile subscriber levels are growing rapidly, albeit from a very small base. A fourth operator is to commence services shortly as a tender for the country’s third GSM licence has been concluded.
